The transition period for importers of goods imported from Armenia, Kazakhstan and Kyrgyzstan is coming to an end. For imports from the Republic of Belarus, the transition period is valid until November 1, according to the Federal Tax Service of Russia. Importers are now required to report planned shipments through the information system of the Federal Tax Service of Russia or via the TCS.
• An Upcoming Delivery Document (DOPP) is generated in the Applicant's service or its accounting system. It contains information about the cargo, transport, and a security payment is made before the goods are imported.
• The system generates a QR-code, which is sent to the importer. At the border of the Russian Federation, the QR code is checked and the data is checked against shipping documents.
A new declaration form will come into force on July 30, 2026. Importers will begin to apply it when submitting reports for July 2026. The declaration now consists of four sections:
• Section 1: Added lines to reflect the security payment and its excess over VAT payable.
• Section 3: Lines have been added to indicate the security payment for excise duty and its excess.
• New Section 4: Contains information about upcoming shipments for which security payments have been made, and information about taxes in the context of CBC.
