The new rating system is being introduced by Order No. 282 of the General Administration of Customs (GAC) of the People's Republic of China, «Rules for the Management of Enterprise Creditworthiness», Trans.ru reports.
It includes five gradations:
1. Enterprises with high-level certification;
2. Certified enterprises;
3. Ordinary enterprises;
4. Unscrupulous enterprises;
5. Enterprises with serious unscrupulousness.
➬ Levels 1–2 receive a "green" customs corridor and the status of certified economic operators with simplified procedures.
➬ Level 3 will see virtually no changes.
➬ Levels 4–5 will face restrictions: inspections upon export of each shipment for "unscrupulous" enterprises and effective restrictions on access to foreign markets for "seriously unscrupulous" enterprises.
The assessment is based on data from Chinese customs and publicly available information from other government agencies. The rules come into effect on April 1, 2026. Foreign companies are advised to work with suppliers in the first three tiers.
