The Russian government has extended the provision allowing the import of goods from Belarus — under the national system for confirming the expected delivery of goods (SPOT) — without the requirement for a security payment, effective until June 30, 2027, reports BAMAP. The relevant decree, No. 1424, dated October 30, has been published on the Russian official legal information portal.
Previously, it was established that no security payment was required for goods imported into Russia from Belarus — via the Russian-Belarusian section of the state border — provided the supplier was an organization or an individual entrepreneur established (registered) under the laws of Belarus.
As explained by the press service of the Belarusian government, no security payment is required from Russian buyers for goods transported from Belarus into Russia up to and including June 30, 2027. However, Russian importers remain obligated to generate a document regarding the expected delivery of goods (DOPP), obtain a QR code, and provide it to the carrier transporting the goods from Belarus to Russia by road—to be presented before crossing the Belarusian-Russian section of the state border.
