Grigory Glazko, First Deputy Minister of Transport and Communications, held a working meeting to address systemic violations of regulations governing the movement of heavy and oversized vehicles.
Participants discussed enforcement measures and the procedure for obtaining special permits. Grigory Glazko noted that carriers and consignors frequently fail to obtain the necessary permits and select routes on their own, while vehicle weights often exceed the load-bearing capacity of the roads, according to the Ministry of Transport and Communications of the Republic of Belarus.
The Transport Inspectorate conducts routine, comprehensive spot checks. It should be noted that owners (or users) of heavy and oversized vehicles are required to pay a fee to compensate for road damage. Special permits are issued by the State Enterprise "Beldorcenter" via the Unified Portal of Electronic Services or the enterprise's web system (processing time: two working days). Online applications may also be submitted to determine a preliminary route and calculate the required fee.
Operating heavy or oversized vehicles without a special permit, violating permit conditions, or deviating from the authorized route is prohibited (Article 18.37 of the Code of Administrative Offenses). Furthermore, as of June of this year, administrative liability applies to consignors for vehicle weights exceeding established limits.
