The Federal Tax Service is launching the System for Confirming the Waiting of Goods (SPOT). Indirect taxes will now be monitored before crossing the border. The changes only apply to road transport.
Key implementation stages:
➭ From April 1, 2026: Mandatory submission of a Document on Upcoming Delivery (DOPP). Without it, the import of goods into the Russian Federation will be prohibited.
➭ From July 1, 2026: Mandatory security payment will be introduced.
How it works:
➭ Two days before import, the importer submits the DOPP through the Federal Tax Service system.
➭ QR code: Each confirmed delivery is assigned a digital identifier.
➭ "Secured" status: Only with this status and a QR code will the vehicle be allowed into the Russian Federation.
What the carrier needs to check:
Before the flight, the QR code must be scanned at the DOPP. The information on the document must match the transport invoices, and the status must be strictly "Provided".
