The Russian Government has approved the «Concept for the Creation of a National System for Confirming Pending Delivery of Goods» (SPOT), according to the Federal Customs Service of Russia. It aims to combat "gray" imports from EAEU countries, as well as the evasion of VAT and excise taxes through fictitious transit.
According to the new rules, goods can only be imported into Russia with a special document confirming the upcoming delivery. Importers will be required to notify of the upcoming delivery and make a security deposit equal to the sum of VAT and excise taxes before importing the goods.
To do this, an electronic document confirming the upcoming delivery must be generated and the payment made. The document will be generated in a new service — the Russian Importer's Personal Account—and will contain information about the cargo, carrier, and other parameters. Transport details can be changed before crossing the border.
SPOT launch dates for motor vehicles:
• From April 1 to June 30, 2026 — test mode
• From July 1, 2026 — commercial operation.
