Voluntary testing of the national System for Confirming the Waiting for Goods (SPOT) began in Russia on April 6, according to Trans.ru. It is designed to control the import of goods by road from EAEU countries (Belarus, Kazakhstan, Kyrgyzstan, and Armenia).
Key implementation stages:
• Voluntary testing period until June 29, 2026.
• Starting July 1, 2026, the system becomes mandatory for all road shipments from the EAEU. At this stage, only a delivery document (DOPP) is required.
• Starting October 1, 2026, a mandatory security payment (VAT and excise taxes) will be introduced.
How the system works (during the testing phase):
1. Two days before import, the importer (legal entity or individual entrepreneur) submits a Document on the Upcoming Delivery (DOPP) to the Federal Tax Service. 2. Submission methods: via an electronic document management (EDM) operator or the Federal Tax Service service (a QR code is required). After verification, the system assigns a unique QR code.
4. At the border, the carrier presents the QR code to customs to confirm the legality of the import. The code status can be checked.
The system does not apply to oil, electricity, cash, personal goods of individuals, diplomatic cargo, and shipments to/from the Kaliningrad Region.
