Decree No. 263 dated 04/20/2026 was signed, which launches an experiment to simplify the tax burden on importers. Until June 30, 2027, companies will be able to receive a deferral in the payment of "import" VAT.
Key conditions:
• VAT payment is deferred for up to 3 months from the date of release of goods for domestic consumption.
• Who can participate: authorized economic operators and backbone organizations of the Russian Federation.
To receive the benefit, you must submit an electronic application to the Federal Customs Service of Russia. The deadline for submitting applications is June 15, 2027. The Ministry of Economic Development will form the lists of backbone companies, and the Ministry of Finance will provide detailed explanations on the application of the new rules.
The decree came into force on April 20, 2026.
