According to the Agreement on the Abolition of Permits for Road Transport to Third Countries, signed between Belarus and Russia in August, the first stage of the gradual abolition of the permit system began on January 1, 2026, according to the Union State Information and Analytical Portal.
From that date, Russian and Belarusian carriers will no longer require permits for the delivery of goods to and from the United Kingdom and certain EU countries.
The document provides for the gradual abolition of the permit system for international road transport of goods to and from third countries. Implementation of the agreement will allow Belarusian carriers to transport goods by road within Russia, subject to the conditions specified in the agreement. One of the key features of the agreement is that companies from Belarus and Russia will be able to use their own vehicles for transportation within the Union State.
By January 1, 2030, a complete transition to a permit-free system for all types of international road freight transport is planned.
