The Russian Ministry of Transport has prepared draft new regulations governing the issuance of permits for the transportation of hazardous goods by road, according to the Association of Oversized Cargo Carriers. The document aims to improve safety and simplify administrative procedures.
The draft outlines the main provisions: the procedure for issuing special permits for vehicles transporting hazardous substances; a route approval mechanism; grounds for denial of approval; permit validity periods; rules for maintaining a register of issued documents and data exchange between agencies.
Rostransnadzor will be responsible for issuing permits. They will be issued in accordance with the requirements of the European ADR Agreement and will be valid for one year. To obtain a permit, an application and a set of supporting documents will be required, which will be recorded in a unified register.
The new regulations are expected to come into effect on March 1, 2026, and the current Order No. 127 of the Ministry of Transport, dated April 11, 2022, will cease to be effective. The innovation should make the process of transporting hazardous goods more transparent and safer for all transport market participants.
