ASMAP reminds you of the entry into force of the new Russian-Turkish intergovernmental agreement on international road transport.
The main differences between the new Agreement and the previously existing Soviet-Turkish Agreement are:
• Clear definitions of bilateral and transit transport, as well as travel to/from third countries, have been established, allowing for the unambiguous identification of the type of trip and the required type of permit;
• The list of transport activities exempt from the permit system has been expanded; in particular, permits are no longer required for vehicles with a permitted maximum weight of up to 6 tons or a carrying capacity of up to 3.5 tons;
• The validity period of permits has been extended: documents issued in the current year remain valid until January 31 of the following year;
• The use of trailers and semi-trailers with third-country registration plates has been legalized;
• A mechanism has been introduced to exempt fuel from customs duties and taxes stored in tanks intended by the manufacturer (both for the vehicle itself and for trailers/semi-trailers used for refrigeration or heating systems).
These changes eliminate the possibility of ambiguous interpretation of the Agreement's provisions and minimize the likelihood of problems for carriers.
