The unified system of compulsory civil liability insurance of vehicle owners (CTP) of the Union State is planned to be launched before October 1, 2024. The press service of the Parliamentary Assembly of the Union of Belarus and Russia reported following the meeting of the Parliamentary Assembly Commission on Legislation and Regulations held in Minsk on November 30, the Association of International Automobile Carriers writes.
The press service reported that the participants of the meeting reviewed the procedure for the adoption of legislative acts of Belarus and Russia aimed at the implementation of the model legislative act "On the system of compulsory insurance of civil liability of owners of vehicles of the Union State." The model legislative act "On the system of compulsory insurance of civil liability of owners of vehicles of the Union State" was adopted at the 64th session of the Parliamentary Assembly and provides for the creation of a unified system of compulsory insurance of civil liability of owners of vehicles of the Union State.
Currently, regulatory legal acts are being prepared aimed at implementing the model legislative act "On the system of compulsory civil liability insurance for owners of vehicles of the Union State". Thus, the Ministry of Finance of Belarus has prepared a draft decree of the President of the Republic of Belarus "On Amendments to Presidential Decree No. 530 dated August 25, 2006 "On Insurance activities". The Belarusian Bureau of Transport Insurance and the Russian Union of Motor Insurers have developed draft rules for the insurance system of the Union State. In addition, the Ministry of Finance of the Russian Federation has prepared a draft amendment to the federal law "On compulsory insurance of civil liability of vehicle owners," according to the department.
"The deputies – members of the Parliamentary Assembly's Commission on Legislation and Regulations have agreed on the submitted draft normative legal acts. The Ministry of Finance of Belarus, the Ministry of Finance of the Russian Federation, the Belarusian Bureau of Transport Insurance and the Russian Union of Motor Insurers have been invited to take measures to complete the implementation of procedures provided for by law to coordinate and submit these draft regulatory legal acts for consideration. The launch of the unified CTP system in the Union State is planned to be carried out before October 1, 2024," the press service stressed.
