The Ministry of Transport of the Russian Federation reports that important changes in the toll collection system for damage to federal highways caused by heavy trucks will come into force on September 1, 2025. The Government of the Russian Federation adopted Resolution No. 1302 of August 28, 2025, eliminating the consequences of devices used by unscrupulous carriers in vehicles weighing over 12 tons that suppress signals from global navigation satellite systems.
The main goal of the changes is to improve route accounting for toll calculation, as well as to eliminate problems associated with interference with satellite navigation. Currently, such interference negatively affects not only the operation of Platon on-board devices, but also the functioning of tachographs, transport monitoring systems and other electronic devices widely used in the industry. Such devices affect the operation of the on-board units of the Platon system, which are used to collect fees for damage caused to federal roads.
Thanks to the adopted resolution, from September 1, 2025, the mechanism for automatic algorithmic completion of the vehicle route will begin to operate for sections of federal highways, during movement along which navigation data from on-board units was not received by the Platon system. This solution will eliminate unlawful administrative fines for bona fide freight carriers in the event of a temporary loss of the satellite signal by the on-board unit.
Now, even if the on-board unit cannot determine the route, the system's algorithms will be able to independently determine such a route. For this, data from photo and video recording cameras and other technical means will be used. Within three calendar days after receiving the information, the system will automatically reconstruct the route along federal roads and determine the amount of the fee.
Owners of trucks will receive timely notifications in their personal account "Platon" about the calculated route and the fee written off. All information will be reflected in reports, which will simplify cost control.
When automatically determining the route, the fee for a positive balance will be written off without accruing penalties for non-payment. This creates fairer conditions for all participants in the freight market and minimizes the influence of the human factor.
The updated rules are designed to increase confidence in the Platon system and make the payment process as convenient and understandable as possible for carriers.
