The Government of Belarus has extended the temporary ban on the export of certain types of industrial goods for another six months — from September 23, 2026, to March 22, 2027 (Council of Ministers Resolution No. 442 dated September 1, 2026). These restrictions apply to exports both to EAEU countries and to destinations outside the union, according to BAMAP.
Key changes:
• The list has been reduced: the inventory of goods banned for export has been cut by more than 120 HS codes (including the removal of code 8704).
• The ban does not apply to goods imported into Belarus from outside the EAEU on or after January 1, 2025, nor to goods exported to complete temporary admission, re-export, or transit procedures from a customs warehouse to Armenia, Kazakhstan, or Kyrgyzstan.
• Export remains possible via one-time licenses or through an approval process involving regional executive committees (or the Minsk City Executive Committee), relevant government agencies, or Free Economic Zone (FEZ) administrations. The approval process is free of charge and takes between 10 and 20 working days.
