The press service of the President of the Republic of Belarus reports that Belarus is creating a single operator of the intelligent transport system. This is provided for by the Decree that the President of Belarus Alexander Lukashenko signed on August 20.
Now, the single operator of the intelligent transport system, RUE "Beldorsvyaz", will be responsible for the system that controls traffic flows on the roads of the countries. It is entrusted with the functions of operating intelligent transport systems, which until now were under the jurisdiction of various organizations.
The intelligent transport system will combine the following systems, such as:
• a toll collection system for travel on toll roads;
• a dynamic weighing system;
• a meteorological monitoring system;
• a traffic flow intensity recording system;
• a software and hardware complex of the Traffic Monitoring Center.
The tasks assigned to RUE "Beldorsvyaz" include the development of the intelligent transport system and management of its operation, execution of works on construction, reconstruction (repair), operation of engineering equipment, telecommunication networks and power supply, which are part of the system. In addition, the single operator is also authorized to collect fees for travel on toll roads, place engineering equipment, which is part of the intelligent transport system, at the facilities of the republican highways without charging fees and concluding lease agreements in relation to such facilities.
"The unification of the intelligent transport system in the structure of one operator will ensure the implementation of a unified technical policy aimed at the introduction of domestic developments. This will optimize the costs of operation and development of the system through the use of existing equipment and infrastructure, and will also eliminate duplicate functions for the maintenance, modernization and renewal of various elements", – the Administration of the President of the Republic of Belarus emphasized.
