The Transport Inspectorate of the Ministry of Transport and Communications of the Republic of Belarus announces that, tentatively starting October 8, 2026, a system for issuing and using electronic permits for international road freight transport will be launched as part of a joint Belarusian-Chinese project.
Belarusian companies will now be able to process Chinese permits entirely remotely via their personal accounts in the "Dazvol" Automated Information System (AIS), without the need to visit Transport Inspectorate branches in person. The platform's new functionality allows users to order permits, pay state fees, assign drivers to trips, activate permits before a journey, and print a form containing a QR code.
Under an agreement between the transport ministries of both countries, a transitional operating procedure has been established until December 31, 2026:
1. Backup paper permit. It is recommended to carry the original paper permit in the vehicle's cab during trips made using an electronic permit. In the event of system failures or data-reading difficulties, roadside inspections will be conducted using the paper document.
2. Validity of previously issued permits. All previously issued paper permits remain valid until their expiration date. There is no requirement to reissue them in digital format.
