Starting September 8, 2026, drivers in Russia have been allowed to present their driver's licenses and vehicle registration certificates to traffic police officers as QR codes via the Max Messenger. The service operates through integration with the Gosuslugi portal, TASS reports.
Key points for drivers and fleet owners:
1. Not just a photo. Documents are generated using a special feature in the form of a verifiable QR code.
2. Technical pause. Although the regulation has already entered into force, the Ministry of Digital Development, Communications and Mass Media will launch the full technical capability for presenting the code in the coming months.
3. Originals are still required. According to Section 2.1.1 of the Traffic Regulations, the obligation to carry a paper driver's license and vehicle registration certificate remains.
The electronic format will be an excellent backup in case a driver forgets their documents at the office or on a trip. However, until the service is fully operational, truck and commercial vehicle drivers must continue to carry physical copies.
