The Federal Tax Service has clarified the procedure for completing the Upcoming Delivery Document (ADD): after the mandatory security payment was introduced on July 1, 2026, the number of errors by importers exceeded 30%.
Major errors by applicants:
• Inconsistent amounts: The security amount must exactly match the amount in the ADD (any difference will result in a refusal).
• Rounding: Rounding the exchange rate and the quantity of goods is strictly prohibited.
• Incorrect payment details: OKTMO must contain exactly 8 digits; Payer status: "01"; Fields 106–109: "0"; Recipient's TIN: 7727406020; KPP: 770701001; A special budget classification code (BCC) is used for the security payment.
Until October 31, 2026, a security deposit is temporarily waived for goods from Belarus. In this case, the applicant must indicate a special identifier in the DOPP and enter the amounts according to a special procedure.
