The International Transport Forum, which manages the ECMT multilateral quota system, will launch a digital ECMT permit system from January 1, 2026, replacing paper ECMT permits and logbooks with digital equivalents, according to the Ministry of Transport of the Republic of Belarus.
The digital ECMT permit system can be accessed through a web portal and a mobile app.
From January 1, 2026, the ECMT permit must be carried on a truck in digital form (on the driver's mobile device) or as a printed information document generated by the system, between loading and unloading points for a laden journey or an empty journey preceding or following a laden journey.
Details of journeys using ECMT permits are entered directly into the ECMT digital permit system by the carrier's manager or driver. The driver must be able to present the digital logbook information for the last ten trips to regulatory authorities, either on a mobile device screen or in printed form.
