The Decree of the Government of the Russian Federation dated 05/30/2026 No. 656 amended the Decree of the Government of the Russian Federation dated 11/30/2024 No. 1681 on the Rules for labeling by means of identification of certain types of perfumery and cosmetic products and household chemicals, personal care products packaged in consumer packaging, informs Alta Soft. Paper towels and handkerchiefs, cotton swabs, dental floss, combs, tweezers, brushes and shaving brushes, etc. have been added to the labeling.
Key dates:
• from September 1, 2026 — registration of participants in the Honest SIGN system;
• from October 1, 2026 — mandatory labeling of toilet paper, napkins and paper towels;
• from November 1, 2026 — mandatory labeling of toothbrushes, dental floss, combs, tweezers, washcloths, manicure/pedicure kits and other products (until October 31, 2027 — sale and subsequent labeling of remaining unmarked residues);
• from July 1, 2030 — transition to on-site accounting: all marking codes applied in the batch are indicated in the UPD.
The resolution comes into force on September 1, 2026, with the exception of certain provisions.
