Russian Government Resolution No. 1954 of November 28, 2025, established the Rules for Marking Certain Types of Electronic Products with Identification Means, according to the Alta-Soft Customs Portal.
A list of products subject to marking has been defined. The list consists of three sections. It includes, in particular, rectifiers, static converters, voltage relays, plugs and sockets, connectors, distribution boards, incandescent lamps, portable flashlights, motorcycle headlights, computers, multilayer printed circuit boards, and others.
Starting on March 1, 2026, manufacturers must register in the state information system for monitoring the circulation of goods.
Starting on May 1, 2026, codes will be applied to products. From May 1 to November 30, 2026, manufacturers of electronic products with unsold products manufactured or imported into the Russian Federation must mark their remaining inventory.
Starting December 1, 2026, market participants will no longer be able to sell unmarked products.
The regulation comes into force on March 1, 2026.
