The State Duma Committee on Economic Policy recommended that the lower house of parliament adopt in the first reading a bill that provides for the extension of the experiment on labeling with federal special stamps (FSM) alcoholic beverages imported into the Russian Federation placed under the customs procedure of a customs warehouse until May 31, 2026. The document was initiated by a group of deputies and senators headed by Maxim Topilin, chairman of the State Duma Committee on Economic Policy, TASS reports.
The experiment on labeling alcoholic beverages imported into the Russian Federation is carried out from June 1, 2021 to May 31, 2024. As of June 30, 2023, the experiment was conducted in Moscow and St. Petersburg, Bryansk, Vladimir, Kaliningrad, Leningrad, Moscow and Smolensk regions, as well as in the Krasnodar Territory and the Republic of Tatarstan. The experiment involved 16 customs warehouses, 13 temporary storage warehouses and 97 organizations importing alcoholic beverages.
At the same time, since the beginning of the pilot, there has been a tendency both to increase the number of participants and to expand the territory of its holding, which indicates its successful implementation, the authors of the document note. "At the same time, the current geopolitical and economic situation, as well as a number of restrictions imposed by unfriendly countries, carry the risk of such countries imposing a ban on labeling FSM alcoholic beverages supplied to the Russian Federation on their territory. In this regard, it seems advisable to extend the duration of the experiment until May 31, 2026, which will allow the formation of new logistics routes and create new infrastructure facilities, as well as objectively assess the possibility of transferring labeling of all alcoholic beverages imported into the Russian Federation to the territory of the Russian Federation," the explanatory note says.
