The Russian Ministry of Transport has expanded the list of exceptions allowing freight forwarding documents to be issued in traditional paper format rather than electronically. The updated list now includes the organization of deliveries for military and dual-use goods imported into the country under military-technical cooperation agreements.
As a reminder, the use of electronic formats for all types of freight forwarding documents—including freight forwarding instructions, freight forwarder receipts, and warehouse receipts — became mandatory for market participants on September 1 of this year. However, the regulations provide for specific situations where the digital format requirement may be waived.
Previously, these exceptions included:
• the transport of special and military cargo;
• the provision of services to foreign legal entities or individuals;
• the delivery of cargo for the personal needs of individuals;
• a lack of internet access for the freight forwarder or the client;
• operations in areas where a high-alert or emergency regime has been declared.
This list has now been officially expanded to include import shipments made under MTC agreements. The Ministry’s order enters into force on October 11.
