The Russian Ministry of Transport has announced key changes in the freight transportation sector, which will take effect on September 1, 2026.
• Exit restrictions for foreigners with outstanding debts. Foreign carriers will be denied exit from the Russian Federation until fines, outstanding toll road arrears, and compensation for damage to roads caused by heavy trucks are fully paid. The Federal Customs Service is responsible for oversight.
• New regulations for hazardous goods. The rules for issuing special permits and maintaining a register have been updated. Routes must be coordinated with road owners, taking into account current restrictions.
• Simplified application process for Russians. Domestic carriers no longer need to upload electronic copies of the STS—the system will automatically verify truck data.
• Registration of SPS through Gosuslugi. A certificate for the transportation of perishable goods can now be obtained electronically online.
