Changes to the procedure for issuing certificates and declarations of conformity came into force on February 7, 2026, according to the Alta-Soft portal.
Russian Government Resolution No. 87 of February 6, 2026, introduced important adjustments to the regulation of product conformity assessment.
Key Innovations:
➮ Import controls have been strengthened: National certification bodies can now request accreditation data and test reports from EAEU laboratories.
➮ The grounds for suspending declarations have been expanded: Customs information (e.g., about products without reports, with discrepancies, or without proof of sample import) is now considered a reason.
➮ Mutual confirmation has been introduced: EAEU accreditation bodies can confirm the availability of test reports.
➮ Clarified suspension/termination conditions: Specific conditions for these actions in relation to declarations have been established.
These changes are aimed at increasing the transparency and effectiveness of the conformity assessment system, as well as strengthening protection of the Russian market from substandard products.
