«From 2026, Norway will switch completely to electronic customs clearance. Thus, companies engaged in cargo transportation to Norway will lose the opportunity to declare goods within 10 days of crossing the border», - Transinfo.News reports.
The Norwegian customs authorities are introducing an advanced data processing system to combat smuggling, improve the accuracy of information and automate border control.
The reform will be implemented in two stages:
1. The first stage, from February 1, 2026, will require the provision of information about the transport in electronic form before or upon arrival at the border. Data on the place of delivery and the type of vehicle will become mandatory. Responsibility for providing information lies with the driver, although this is usually done by freight forwarders or customs brokers.
2. The second stage, from September 1, 2026, will abolish the current rules allowing goods to be declared within 10 days of crossing the border. Declaration will take place in the TVINN and NCTS systems during transit. The Digitoll system covers all modes of transport, but with some differences.
