The State Customs Committee of Belarus reports on cases of returns on the Belarusian-Russian section of the border of cases of vehicles of international transportation under the control of drivers–citizens of third countries.
According to Sputnik Kazakhstan, a ban on international drivers who are not citizens of these two countries crossing the Russian-Belarusian border has been in effect since January 8. That is, drivers who are citizens of third countries, including the EAEU member states, will be able to arrive and depart from Russia through checkpoints open to international traffic. Minister of Trade and Integration Arman Shakkaliyev said that Kazakhstan will file an official complaint with the Eurasian Economic Commission on restrictions on movement across the common border of Russia and Belarus if the problem is not resolved as a result of negotiations.
"The Belarusian customs records cases of returns of international transportation vehicles driven by drivers from third countries (except citizens of Belarus and Russia) on the Belarusian-Russian border section," the agency said in a message posted on the Telegram channel.
It is noted that "the return is carried out by the border service of the FSB of Russia due to the lack of grounds for admission to Russian territory."
The ministry drew attention to the fact that the customs legislation of the EAEU allows operations related to extending the period of customs transit of goods, changing the place of delivery of goods, obtaining permission from the customs authority to carry out cargo operations and interception.
"Please note that the provisions of the decision of the Board of the Eurasian Economic Commission dated December 13, 2017 No. 170 "On certain issues of the application of the Customs procedure of customs transit" (TPTT) allow carriers to perform operations related to the extension of the period of customs transit of goods, in accordance with the TPTT, when contacting the customs authorities of carriers faced with this problem, within the framework of the provisions of Article 144 of the Customs Code of the Eurasian Economic Union and in accordance with the procedure for performing customs operations related to the extension of the customs transit period", - the message says.
According to him, this also applies to operations related to changing the place of delivery of goods transported in accordance with the customs procedure of customs transit, as part of the procedure for performing customs operations related to obtaining permission from the customs authority to change the place of delivery of goods. This also applies to obtaining permission from the customs authority to carry out cargo operations and interception within the framework of the procedure for performing customs operations related to obtaining permission from the customs authority for unloading, reloading and other cargo operations with goods transported in accordance with the customs procedure of customs transit through the customs territory of the EAEU, as well as for replacing vehicles carrying such goods, or with the notification of the customs authority on the commission of such operations.
"The Belarusian customs is ready to provide the necessary assistance to carriers," the message says.
