According to Rosgranstroy, the queue of trucks at the Chernyshevskoye checkpoint on the Russian-Lithuanian border has been eliminated.
"For the second day in a row, trucks pass to Lithuania in normal numbers. There is no queue before the border crossing. Lithuanian customs began to work more quickly, " - said the press service of the regional customs.
Earlier it was reported that the situation in Chernyshevsky was escalating due to the slow work of the Lithuanian customs. So in September, the Lithuanian side sharply reduced its capacity and was not ready to accept cargo transport in the previous volumes. Instead of the usual 150 cars per day, Lithuanian border guards allowed no more than 100 cars to enter their country.
Interim Acting Head of the Federal Customs Service of Russia Ruslan Davydov called this situation a "violation of humanitarian norms."
"The pass restrictions by Lithuanian partners coincided with the introduction of a free electronic service for reserving the date and time of entry to the Chernyshevskoye checkpoint. The work of the new system, which is designed to streamline the formation of the order of travel, predict the time of crossing the border and distribute the load on the MAPP, has been discredited. Land communication with Lithuania is currently carried out only at the Chernyshevskoye checkpoint. All cargo traffic now passes through only one checkpoint. Its throughput capacities are not able to meet the existing needs, queues are formed. And if earlier they were insignificant, then due to the restrictions of Lithuania, the congestion of transport has become critical.
Today, the electronic queue system is configured in such a way that the date and time reservation horizon is 10 days with 4 slots per hour (previously there were more slots, but due to Lithuanian restrictions, their number had to be reduced). Thus, it is possible to skip 96 trucks per day, provided that Lithuania is ready to skip this number.
Together with the authorities of the Kaliningrad region, it was decided to switch from October 11, 2023 to a temporary combined format for the functioning of the electronic queue. From the specified date through the portal of the system https://rosgranstroy.ru/queue available for reserving 2 seats per hour out of 4 possible. Another 2 seats per hour can be booked at the self-service terminal near the checkpoint. Such a number of slots is not enough for carriers to be able to see free slots in the system. Too much traffic and low bandwidth. Russian border guards and customs officers are ready to work actively to allow more vehicles to cross the border every day.
Due to the increase in the number of Lithuanian passes observed in the last few days and the elimination of the backlog from the reserved time in the electronic queue system, an increase in the number of recording slots in the system from 4 to 7 per hour is planned from October 25. Thus, from October 26, 3 seats per hour will be available for recording on the website, and 4 seats per hour at the self-service terminal near the checkpoint.
The changes will be introduced daily and adjusted based on the dynamics of passing trucks by the Lithuanian side," Rosgranstroy noted.
