According to official information, permits for the movement of heavy and bulky vehicles on highways will now be issued faster. Due to the optimization of the procedure, the time for issuing such documents will be reduced to three hours. The changes will take effect on March 1, 2024.
The ministry emphasizes that the rules for the movement of trucks imply the transition to automatic determination of the route of transport on the basis of data on highways entered into the system for issuing special permits by road owners. The system will generate travel options on its own and offer the carrier their choice when applying for a special permit. It will also automatically calculate the fee that must be paid to compensate for damage caused to roads. "The State traffic Inspectorate is excluded from approving the route of the vehicle. All this will significantly speed up the issuance of special permits - now it takes up to seven to nine days."
It is noted that the rules have been adopted to implement the federal law approved in April 2023. The document corrects the norms related to obtaining special permits for movement on roads of large-sized transport. They will be issued electronically using a special system.
In addition, the law obliges highway owners to enter into the system up-to-date data on the technical characteristics of highways, maximum permissible weight parameters for vehicles when driving on them, time restrictions imposed or the cessation of traffic on highways, according to a statement on the Cabinet's website.
