Amendments to the rules for determining the origin of goods imported into the EAEU (EEC Council Decision No. 11 of February 13, 2026) will come into force on March 16, 2026, reports Alta-Soft. The amendments are being made to the basic Decision No. 49 of July 13, 2018.
The main change is the approval of a special List of Criteria. Certificates originally issued for tariff preferences can now be used to confirm non-preferential origin, provided the criteria specified in them confirm the required degree of processing of the goods. It is important that the certificate be valid at the time of customs declaration registration.
Furthermore, the rules are becoming more flexible: certificates may now indicate any EAEU member state or the Union as a whole as the country of destination.
