The Ministry of Transport has approved an order that, from September 1, 2026, allows for the registration of paper forwarding documents in a number of exceptional cases, despite the introduction of mandatory electronic transportation documents.
A paper version is allowed when:
• services are provided to an individual for personal (non-commercial) needs;
• the client or the forwarder does not have the technical ability to digitally process the documents due to force majeure;
• the client is a foreign legal entity or individual.
The exceptional situations described in the order are valid for paper forwarding documents when organizing cargo transportation by all modes of transport, and also apply to all types of documents required for such transportation.
The transition to EPA remains mandatory, but specific and limited exceptions for the use of paper documents are prescribed by law, which should mitigate the risks of force majeure and take into account the specifics of international clients.
