President of Kazakhstan Kassym-Jomart Tokayev signed the law on ratification of the protocol on amendments to the intergovernmental agreement with the Russian Federation on cooperation in the field of transportation of Russian oil through the territory of Kazakhstan to the People's Republic of China dated December 24, 2013. This was reported by the press service of the Kazakh leader, writes TASS.
The Protocol was adopted in June 2023 in St. Petersburg. They are making changes regarding the definition of the competent authority for the implementation of the agreement: from the Kazakh side, this is the Ministry of Energy, and Rosneft has become an authorized organization from the Russian side.
The protocol extends the term of the agreement for ten years - until January 1, 2034. The Kazakh side will tax oil transportation services along the routes specified in the agreement with value added tax at a zero rate. In accordance with the protocol, long-term transportation of Russian oil is envisaged in the amount of 10 million tons per year.
The amendments to the agreement provide for the inclusion of the second section of the TON-2 route (Tuimazy - Omsk - Novosibirsk-2). The extension of the agreement will ensure the loading of the Pavlodar Petrochemical Plant with fuel coming through the Omsk - Pavlodar oil pipeline. For the period from 2024 to 2033, the expected revenue for the transit of Russian oil through the territory of Kazakhstan to China in both sections will amount to more than $1.7 billion.
