Customs officers began to massively check goods for American origin. If it is found that an item is made in the United States or the importer cannot confirm its country of origin, then a duty is charged on this product at an increased tariff. This was reported by representatives of importers and customs lawyers to Vedomosti, Delovoy Peterburg writes.
The increased rate applies to American goods of certain codes of the commodity nomenclature of foreign economic activity, namely 82, 84, 87, 90. These groups include, first of all, metal goods (construction machinery, equipment, tools).
The general rule applies duties to such things at the rates of a single tariff: 3-5% of the customs value. But if the country of origin is the USA, then the rate is already 25-40%.
For these groups of goods, duties were increased before, the interlocutors of the publication noted. The difference is that the practice of identifying them was not widespread until February 2024. In addition, increased duties began to be applied to those goods for which it was not possible to prove non-American origin.
Customs control has been strengthened in connection with the decision of the Council of the Eurasian Economic Commission of January 26, 2024, which entered into force on February 8. This document amended the non-preferential rules for determining the origin of goods.
