The Russian Ministry of Transport has developed a draft order that will define instances in which freight forwarders and clients are required to issue documents exclusively in paper form. The order will come into effect on September 1, 2026, and will be valid for six years.
The order introduces three main exceptions:
➭ Forwarding military cargo for the Ministry of Defense will require all accompanying documentation to be issued on paper, although the use of electronic document management in restricted areas remains possible.
➭ In cases of a high alert or emergency situation in a region, freight forwarding documents will be required to be issued in paper form. It is clarified that this applies specifically to the provision of services within such a territory, not transit through it.
➭ If a client or freight forwarder is unable to use electronic document management due to force majeure, paper documentation will be required. The draft does not specify the procedure for confirming such circumstances.
