In the EAEU countries (Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan), the list of personal goods for which customs duties do not need to be paid has been updated. The change came into force on October 6. Experts interviewed by RG believe that changes in the list will not provoke speculative trading.
"The EAEU is a common market. Its purpose is to stimulate the synergy of the openness of the economy in the space. That is, what is produced in one EAEU country is sold duty-free in another EAEU country. So, in fact, the duty should not have been paid anyway," said Anton Sviridenko, Executive director of the Stolypin Institute of Growth Economics.
However, non-personal goods are subject to VAT when imported from one EAEU country to another, this creates inconvenience, he said. The new list may to some extent stimulate purchases of goods produced in the EAEU.
In addition, the Council of the Eurasian Economic Commission (EEC) has made changes to the list of names of goods that are not related to goods for personal use.
Certain types of household appliances and equipment connected to a voltage network up to 220 V, that is, not intended for industrial use, were excluded from the list of categories of goods that do not relate to goods for personal use. Anastasia Priklyadova, Associate Professor of the Department of International Business at Plekhanov Russian University of Economics, told RG about this.
"That is, this change will not have an impact on the production sector. As can be seen from the list, the use of the vast majority of the equipment is assumed by the population in individual construction, in a personal subsidiary farm," she explained.
Against the background of significant weight, dimensions and prices, the import of goods in accompanied baggage without customs clearance for the purpose of subsequent resale seems economically inefficient and risky from the point of view of violating customs legislation, she added. At the same time, ordering goods on foreign online platforms for the same purpose is also unjustified.
Accordingly, such changes are likely to be in demand by those persons who move to one of the EAEU countries or buy goods abroad that are not represented on domestic markets. In this regard, it is not expected that the changes made will have an impact on trade and business in the EAEU countries, Priklyadova summarized.
"In my opinion, the assessment of the information received from the person moving the goods is sufficient to determine and identify the commercial purpose of the goods and take appropriate measures. Therefore, concerns about speculative trade, especially the mass nature of the phenomenon, should not be expected," concluded Anna Fomicheva, Chairman of the Foreign Trade Committee of the MOSCOW State Educational Institution OPORA RUSSIA.
Customs duties apply to goods imported into the country. At the same time, in the EAEU countries (Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan) there is a list of personal goods for which you do not need to pay at customs.
From October 6, personal goods will be considered: heating boilers up to 30 kW, dishwashers, mobile equipment for lifting and moving disabled people, snowplows of no more than 10 kW or 10 horsepower and other goods.
