At the supranational level, the entire regulatory framework has been adopted to launch the use of navigation seals when tracking cargo transportation in the Eurasian Economic Union, BelTA reports.
"At the meeting of the EEC Board on February 20, two procedures were approved related to the use of navigation seals for tracking cargo transportation in the Eurasian Economic Union. These are the last of the documents necessary to launch the appropriate mechanism," the press service of the EEC informed.
The first document is the procedure for the actions of national operators, authorized operators (bodies) and regulatory authorities involved in removing navigation seals en route (transportation) through the territories of the EAEU member States without ceasing monitoring of the tracking object and their subsequent imposition, as well as cases in which the navigation seal can be removed en route (transportation) without ceasing to monitor the tracking object. The second is the procedure for the actions of national operators, authorized operators (bodies) and regulatory authorities involved in replacing the navigation seal en route (transportation) of the tracking object across the territories of the EAEU member States, and cases in which it is allowed to replace the navigation seal en route (transportation) of the tracking object.
In April 2023, an agreement on the use of navigation seals for tracking shipments in the EAEU came into force. It is aimed at minimizing state control measures in the transportation of goods (transit, export and within the framework of mutual trade) and ensuring their legal turnover on the territory of the Union. The agreement provides for the phased introduction of tracking, taking into account the categories of goods and modes of transport by which they will move. This approach ensures a soft adaptation of transportation participants and government agencies to new working conditions that meet modern requirements. "The use of this technology in the countries of the union will make it possible to monitor transport online at a distance of hundreds and thousands of kilometers and record every illegal action with goods located in a sealed cargo compartment, if they take place. Due to the use of navigation seals, transparency of transportation is ensured," said Sergey Vladimirov, Director of the Department of Customs Legislation and Law Enforcement Practice of the EEC.
The Agreement and regulations for its implementation, including the last two documents, were prepared by the EEC together with interested ministries and departments, as well as the business community of the EAEU countries. At the same time, the experience already available in the member States of the Union, gained during the implementation of pilot projects on the use of navigation seals, was taken into account.
"On the part of the EAEU countries, the measures necessary to start the practical implementation of the agreement are also being completed. Now the parties are assessing their readiness to start tracking cargo transportation using navigation seals: they are completing the integration of information systems, preparing acts at the national level, determining tariffs, etc. After completing all necessary measures at the national level, the Union states will inform the commission about their readiness to start tracking, which, in turn, will adopt an administrative act on the date of the beginning of practical application of the agreement in the union," the EEC added.
